The labors are regarded as resource instead of materials in organizations. However, the manpower''s flexibility strategies is key factor in human resource Management to develop the ability of manpower.
The critical findings of this study are as follows:
1.The correlation show that hospital size relates negatively to functional flexibility strategy.
2.The correlation show that hospital age relates negatively to functional flexibility strategy.
3.The correlation show that dependence on the external labour market relates negatively to functional flexibility strategy.
4.Turning to organizational structure, it appears that more centralization, less participation, more formalization and more complexity are associated with the existence of numerical flexibility strategy.
5.Turming to organizational structure, it aqqears that less formalization and less complexity are associated with the existence of functional flexibility strategy.
6.The correlation show that turnover and absenteeism relates negatively to functional flexibility strategy.
7.The correlation show that absenteeism relates negatively to negatively to numerical flexibility strategy.
8.The mediation effect of employees'' perceptual flexibility on the relationship between functional flexibility strategy and quality of work life is significant.

Based on the finding of this study, suggestion are made at two levels: the hospitals and future research. For hospitals, the following key suggestions are made: 1.The hosqitals should create a flexible climate of organization and workplace. The hospitals should build a flexible structure of hospital. 3.The hospitals should provide a complete training system rogram. The following suggestions are made for future research: 1.This study did not address all of the variables associate with flexibiltity strategies. Future research needs to focus on variables not addressed here. 2.Because this study use crorsssectinal approach, a new study needs to be conducted the use of longitudinal approach. 3.The measurement scales use were adapted from sources with a different cultural background. It is recommend that the scales be norm to the Taiwanese culture. 4.Only one industry was addressed in this study. Future studies can compare behaviors can compare behaviors among different industries.
