Maximizing Research Progress Through Open Access Mandates and Metrics
The only thing still needed in order to achieve universal Green OA is universal adoption of Green OA self-archiving mandates by research institutions worldwide, complemented and reinforced by research funder Green OA mandates. We describe a draft institutional mandate policy for universal adoption.
