Three alternative methods of procuring the material are analyzed for cost effectiveness: (1) the shipbuilder procures the material commercially, (2) the shipbuilder is allowed access to the Federal Supply System (FSS) and requisitions the material, (3) the Naval Supervising Agency (NSA) requisitions the material from the FSS in which case it becomes Government Furnished Material (GFM).
