The use of correlation analysis, factor analysis and regression analysis was applied to the variables to ascertain significance at .05 or below. This methodology included a purposeful selection of three schools based upon the demographic characteristics of the schools. The data analyses revealed that the state data provided some global variables on which planning could be conducted at the district level in terms of quality teacher recruitment, construction of smaller schools, adding Pre-K and technology, reduction of student suspension and teacher turnover.
