This study reviews literature related to strategic human resource management and agency theory to form the preliminary indicator system. The preliminary indicator system was comprised of 6 levels, 19 units, and 75 elements. Pilot questionnaires were administered after reaching consensus and establishing expert validity through two rounds of Delphi technique. Elements with poor quality were removed by item analysis and exploratory factor analysis. Stratified random sampling was applied to sample 1295 full-time teachers in public junior high schools and elementary schools in the Kaohsiung and Pingtung area. A total of 1088 effective questionnaires were collected for final confirmatory factor analysis and cross-validation analysis. The results showed that the indicator system model for strategic human resource management in junior high schools and elementary schools contained 6 levels and 40 indicators. As verified by structural equation modeling, the indicator model was not only consistent with actual data, but also it was a stable indicator system model with good validity and reliability. Finally, the study proposed related suggestions based on the conclusion described above, which can serve as a reference for future studies performed by education administration authorities, junior high schools, and elementary schools.
