Two stages of the research were proceeded. Stage 1: Melamine issue was explored from milk scandal which happened in mainland China. It took six months to collect the data by conducting an experiment at school while six 6-grade students and two experts and four teachers were involved. Reading, Experiment and Ethics are the essential elements of curriculum for proceeding the combination of CPS and SSI. Data of video recording, questionnaire, interviewing, and observation at classroom were applied to classify and interpret the whole progression of what the teaching strategy and change of students’ cognition have been altered. Stage 2: Melamine-related issue were studied with quasi experimental research ,two group from 61 seven-graded with similar intelligent quotient were the samples. One group used SSI merged with CPS and the other is not. Cognitions of the issue from students were tested. Teaching was the independent variable and Quantitative datas from students’cognitions was dependent variable respectively. A qualitative approach was applied to analyze the difference between the two groups. The results of the research at stage 1 are: 1. Multiple messages from SSI can be identified by reading strategy. 2. Science with hands-on can solve the controversial issue of SSI. 3. The nature of human being of SSI can be proceeded with Ethic talk. The results of the research at stage 2 are: Students' cognitions of the issue showed teaching model of CPS is significantly for the students to face with controversial issue.
