As a First-Line officer, Village Chiefs are often assigned the extra matters or temporary accidents by District Offices. The current research aims to examine the application of Village Chiefs’ personal relationships in relating to work related stress caused by implementation of the policy. This study was designed to investigateVillage Chiefs’ work related stress, incentive system and willingness to stay in the Kaohsiung District Office. It can provide some insights on the isuues of effectively enhance maintain effective diversity policies for City District Offices. In this study, a quantitative survey conducted in the Kaohsiung City District Office for the data using simple random sampling.Total of 200 questionnaires were coducted through the use self-administered questionnaire to respondents and 197 questionnaires were viewed as valid for the analysis process. The SPSS 21.0 statistical software was applied for analysis. The descriptive statistics, factor analysis, reliability analysis, correlation analysis, t-test, ANOVA and regression analysis were used in the study. The research findings are as follows: 1.There were no significant differences in Village Chiefs’ work related stress based on their demographic variables. 2.There were no significant differences in Village Chiefs’ perception of the incentive system based on their demographic variables. 3.There were no significant differences in Village Chiefs’ willingness to leave based on their demographic variables. 4.The work related stress is significantly relating to their retention. 5. The perception and willingness is significantly relating to incentive systems. 6. There are significant relationships were found among Village Chiefs’ work related stress, incentive system and retention willingness. Finally, the discussion were provided in the theory and practice and the research limitations and suggestions were shown.
