Summary:碩士 === 台灣首府大學 === 教育研究所 === 104 === This study through the literature, definition and connotation of the function, the core functions of preschool teachers are subdivided into three levels: cognition, affection and skill, "professional growth", "information capability", "the law of common sense" and "interaction", "work attitude", "park service participation", "ethics", "teaching ability", "classroom management", "crisis management", "communication and counseling" etc. The 12 indexes are derived into 56 items of indexes. The study adopted Delphi technique to judge the function of public preschool teachers in Tainan city construction index. The researchers recommended by the experts, carefully selected Delphi expert member, its members are as follows: university professors, directors of the preschool, preschool teachers, preschool parents’ groups, a total of 19 people. The main duty of the expert member is to judge the competencies of the preschool teachers, applying a-three-round of Delphi questionnaire survey to construct the appropriate indexes, the benefits of the workers, cultivating institutions or the relevant administration units as references. Research conclusions and recommendations are as follows: 1.The index connotation of Tainan city public Preschool teacher core competency. 2.Three indexes, twelve-degree of indexes, fifty six items of indexes. 3.The results of the study are to provide education authorities, the current preschool teachers, as well as the follow-up study specific recommendations and references.
