The aim of this study was to lead the students to think about the answers to the questions which the researcher posed. The action research was adopted in this study, and the subjects were 31 second graders taught by the researcher. Based on the pre and post tests, the researcher can know the students’ progress. During the process of teaching, the researcher evaluated students’ learning with story telling, taking turns reading, asking questions and worksheets. Furthermore, the interviews with students and reseacher’s teaching journals can make the study more complete. The four questions types required students to (1) retrieve explicitly stated information from the content, (2) make straightforward inferences according to the context, (3) perform analysis, and (4) think inductively. The research was divided into two stages. In the first stage, only the researcher read the stories. In the second stage, the researcher and the students took turns reading stories. The level of questions increased gradually and the reading comprehension ability of the students was analyzed with worksheets, interviews and comparison of pre- and post-tests. The outcomes from applying predicting and questioning strategies for reading comprehension were as follows. There are no statistical differences between pre and post tests. However, with the worksheets and interviews, it shows that applying predicting and questioning strategies to reading instruction can improve students’ reading comprehension. 1. When applying predicting and questioning strategies to reading instruction, the researcher’s further questions and peers’ interaction can affect the efficiency of students’ reading comprehension. 2. The educators can take predicting and questioning strategies to reading instruction as reference to improve the teaching ability.
