Scientific literacy is one of the five main Modern Citizens’ Core Competences, and its goal is to cultivate the citizens’ spirit, abilities, attitude of science and public participation that they need when solving problems. For the goal of the primary to high school education on science, the Ministry of Education particularly emphasizes on cultivating students’ scientific literacy. Established in 1956, National Taiwan Science Education Center has held the National Primary and High School Science Fair since the year of 1960, and the purpose is to develop students’ essential attitude, method and concept toward scientific affair and to raise their interest in science researching. To reach the goal, this work lists three levels, eight main indexes and forty-five indicators after taking the comments of recent works of Primary and High School Science Fair and related books as reference. Referring the listed indicators and the questionnaire results from experts, this work uses fuzzy theory to carry out a two-stage analysis. The first stage applies fuzzy Delphi method to select forty out of forty-five indicators and the second stage sorts the order of weights by using fuzzy analytic hierarchy process. Understanding the requirements of a good work of the science fair with the results of analysis, the researcher of this work sorts the order of the requirements by the importance and provides the related members with the result as considering references.
