The study adopted a case study method by interviewing the principal, director, and teachers. A triangulation method was undertaken through interviewee’s perspective to tap into discussions. A conclusion is listed below: 1. The concept and implementation strategy of the principal promoting the teacher evaluation of professional development project. (1) Insists on the concept of international trends and teacher growth. (2) Adopts implementation strategy of administrative progress development and leading by personal example. 2. Key success factors, effect and difficulty of the principal’s initiative. (1) Key success factors include definite direction, harmonious milieu, administrative assistance, and acting as the bellwether by the principal. (2) Effects of demonstrating professional dialogue and establishing learning organization. (3) Confronted by the dilemma of adding to the director’s load. 3. Effects of promoting teacher evaluation of professional development by the principal on school affairs development. (1) Demonstrate education effect and refine teaching results. (2) Put student counseling in practice and enhance class management. (3) Establish a teacher self-examination mechanism and active professional growth.
