The research methods are base on documentary analysis and comparative method, studying investigated policy of the Hong Kong Teachers` professional development. First, data were collected from the teachers` specialized field and teachers` professional development connotation, as the theoretical basis of the framework for the study; Secondly, explore the related policy report for the history of Hong Kong Teachers` professional development policies, and make a statement for the current status of implementation of the policy and controversy. Finally, according to the results, make conclusions and suggestions
