Summary: | 碩士 === 國立新竹教育大學 === 教育行政碩士學位在職進修專班 === 101 === For the adaption of downsizing, human reengineering, and deregulating personnel rules, the quantity of contractual employees is getting growth in universities recently, not only becoming the main force of school administration, but having huge impact on organizational operation. The management of contractual employees also works upon the administrative efficiency directly or indirectly.
This study is mainly adopted the Ziqiang University as the case study. The main focus of the research is employment, development, maintenance and exerting of human resources management, exploring contract manpower system and practice of the case institute. Analyzing the impact of the school, then proposes some useful suggestions.
By using the literature analysis and in-depth interviews, the research collected and analyzed these relative documents. The six conclusions were as follows:
1.The process of recruiting contractual employees in Ziqiang University fits in with the principles of fairness, impartiality, and open competition.
2.The contractual employees in Ziqiang University need systematic long-term development programs.
3.The wage level and welfare of contractual employees in Ziqiang University need to be improved.
4.The evaluation system of contractual employees in Ziqiang University becomes a mere formality.
5.The contractual employees could lift the administrative efficiency in Ziqiang University, and having positive impact on organizational climate. However, the influence is not that much on the whole.
6.The Ziqiang University controls the personnel cost and enhances the flexibility of human resources by recruiting contractual employees.
