Two mediate effects are estimated. First, the mediating impacts of learning and retention on the relationship between the locus of control and transfer in gender mainstreaming training. Second, the mediating impacts of learning and retention on the relationship between motivation and transfer in gender mainstreaming training. Two moderator effects are also estimated. 1. The moderator effects of responsibility for handling gender mainstreaming business on the relationship between locus of control and transfer in gender mainstreaming training. 2. The moderator effects of responsibility for handling gender mainstreaming business on the relationship between motivation and transfer in gender mainstreaming training. The data came from a survey of 436 employees working in public and private department. Findings can be summarized as follows: First, Learning and retention have full mediating effects on the relationship between locus of control and transfer in gender mainstreaming training. Second, Learning and retention have partial mediating effects between motivation to transfer and gender mainstreaming training transfer. Third, responsible business has not moderator effects o the relationship between locus of control and gender mainstreaming training transfer. Fourth, responsible business has not moderator effects on the relationship between motivation to transfer and transfer in gender mainstreaming training.
