An analysis of current management methods by companies of temperature control during deliveries was made and the use of a model of the U.S. Food and Drug Administration (FDA) food safety. Listeria innocua test inoculation in fillets to confirm the feasibility of the food safety calculus. Using Volatile basic nitrogen (VBN) to test the quality. Data gathered have shown that between 20% to 62% of the temperature was higher than 7℃ while temperatures been 0℃ and 7℃, ranged from 7% to 73%, thus showing that companies have poor management of transportation temperature. Algorithms of the food safety risks shows that the time for Listeria monnocytogenes to cumulate > 1 were 941, 533, 470, 818 and 730 mins. This proves that before the products are deemed unsafe upon delivery, as the VBN value of the fillets transported increased from 18.9mg/100g to 26.8mg/100g. The analysis of Taiwan deliveries’ temperature, combine with the product temperature, illumination, and network information provided by delivery companies as a basis for management assessment and the distribution of the delivery companies is not well controlled. Through the FDA's food safety model, it had shown that food hazards have arisen due to improper temperature control during transport and hence industries should work to resolve this issue. Lastly, as there are no regulations imposed on delivery companies currently, food hazards are present which leads to worries of food safety. Hence the Government should come up with a regulation in which the analysis of the management model of cold storage and delivery companies is feasible.
