Researcher used observation in language teaching circumstance of pre-school educators. Data collection include interview, observation, researcher reflective and artifacts collection. The findings of this study are as follows. 1. Preparatory period of reading promotion in kindergartens. When pre-school educators confused with picture book teaching, they sought advice from professors by counselling meeting. 2. Germination of reading promotion in kindergartens. Teachers plan curriculum with in picture book teaching to promote children language ability. 3. The reward and change of teachers reading promotion in kindergartens. To aim at language ability in children, teachers use different skills to proceed picture book teaching. Teachers in specialty and teaching skills both grow.
