This study adopted qualitative approach and focused on Teachers’ Association at an elementary school. Through literature review, interview, and field observation, the researcher collected the relevant data in order to explore the establishment and operation of Teachers’ Association at the case school. Besides, the researcher analyzed the complex power relation between Teachers’ Association and school administration, and then finalized the outcome of this research and proposed some suggestions. The main outcomes of this research are as follows:
1. At the initiative level, teachers’ association got principal’s support and external assistance at that time.
2. Organizational operation is obviously in regression, so the members of the Association showed less cohesion and their original “centripetal force” just disappeared.
3. Scholarship sponsored by this Association has become a characteristic.
4. School administrators preferred that Teachers’ Association to be professional, however, staff in the Association desired it be similar to Labor’s Union.
5. Since the establishment, the organization got through transformation, and inside the Association, it experienced the process of unfreezing→moving→refreezing.
6. The mode of mutual interaction between Teachers’ Association and school leadership differed mainly due to the shift of principals; it could be sorted in four phases: honeymoon, conflict, healing, and stable development.
7. Among staff in the Association, a great portion of the teachers also occupied the administrative jobs.
8. The strategies Teachers’ Association took were more influential types than protective ones.
9. School administratives adopted half influential and half protective policies towards Teachers’ Association.
Based upon the results, here are the suggestions for Teachers’ Association:
(1.) Actively care for colleagues and seeking for co-workers’ identification.
(2.) For the creation of dual winning, cooperation with school administratives is essential.
(3.) Members of the Teachers’ Association need to share with each other, in profession.
(4.) Members of the Teachers’ Association, when applying micropolitical strategy and functioning their role, have to rely on responsibility and moral principles.
The suggestions for school administratives are:
(1.) School leadership needs to confirm Teachers’ Association positively in order to help shaping a more harmonic school climate.
(2.) School leadership has to protect teachers’ rights and benefits as well as to involve Association members in decision-making.
