To base on this, the responsive evaluation will be proceeded and some policy recommendations will be made. This research approach to the study are literature review and in-depth interview, For the literature review, first, there was a search and collection of local and overseas materials on the theory of evaluation policy and on policy evaluation to be included in the literature review. Second, there was an analysis of the literature for items that would make suitable evaluation indicators in relation to the topic, and selected a policy evaluation involved those stakeholders to be the way of study. Third, 6 assessment indicators and 21 assessment projects are constructed. 6 assessment indicators are (1) achievement of policy goals (2) the appropriateness of policy designment (3) objective and equity (4) the efficiency (5) the responsiveness (6) the overall degree of satisfaction. The subject of the study are aimed at the government officials, enterprises, experts and scholars, high involved consumers, emphasizing claims, concerns and issues of stakeholders. The research discovers the cognition of consumers are the most serious problem need to be helped and solved. Stakeholders mostly give positive evaluation to the policy for healthy food, however, the policy is not ready complete yet. According to the research results, this thesis offers policy recommendations which include (1) strengthening the education and guidance (2) strengthening the ban (3) speeding up the examination (4) increasing“health care effects” appraisal methods (5) increasing the quantity for health food, to ensure the policy for healthy food work more effectively and fulfill the expected benefits finally.
