Summary:碩士 === 世新大學 === 行政管理學研究所(含博、碩專班) === 95 === Contriving to inspire innovative thinking with foresight in colleagues thus accumulate the strength to "created the second Taiwan economic miracles" through the thorough promotion of Organizational Learning , the Department of Industrial Technology(DOIT) in the Ministry of Economic Affairs(MOEA) proceeded actively to form a team featured high efficiency in execution and learning on November 30th ,2004 in accordance with " Molding a Learning Government Operation Formula." issued by the Executive Yuan and "The promoting Organizational Learning Project of Ministry of Economic Affairs " of our department . By the enhancement of personnel quality, the DOIT can assist the manufacturing, business, and education sectors to be deeply equipped with scientific innovation concept then pave the new way for the development of national science and technology studies together. The Organizational Learning strategy of the DoIT is to construct harmonious atmosphere in the organization, improve the interaction within and enhance the quality of policy-making by bettering the intelligence mode via the approach of brainstorming and experience sharing with members in "Promotion Organizational Learning Standard Learning Activity " of the Ministry of Economic Affairs. Moreover, in order to build up the energy that can be utilized to accelerate the organizational change and optimize its working performance, the department members will make use of systematical thinking to strengthen the efficacy of operations, steadily enhance their capabilities and establish a shared vision. We have reason to believe that probing into this topic can contribute to further understanding of the importance of Organizational Learning and the proactive attribute of innovative transition. In the era of knowledge-based economy, the key of the organizational growth lies in the ascendancy of intellectual capital and the ascendancy of intellectual capital is bound with rumination of personal intelligence and the accumulation of learning experiences. Although the road of the learning is never a bed of roses, the organization can be converted, transferred and innovated by way of Organizational Learning. " The most astonishing discovery in this generation is that human beings can alter their interior attitudes by means of learning then change exterior lifeperspectives." Organizational Learning not only creates the infinite source of vitality and hope, but also stands for another epoch-making contribution itself. The purpose of this research is to understand the correlations and influences related of the Organizational Learning and Organizational Innovation of the DoIT. This study is mainly conducted with qualitative approach but quantitative research is also adopted. The study explored the cognitions and expectations of the staff in the DoIT toward Organizational Learning and Organizational Innovation through questionnaires survey. Also, through participant-observation and in-depth interview it studied the operation condition and influence factors of Organization Learning and Organization Innovation. Furthermore ,not only did the study reveal obstacles occurred in promoting Organizational Learning and the effects on Organizational Innovation of promoting learning activities but it also provided thorough inquiries into the connection in between .
