Fishbein’s theory of reasoned action is the foundation, coordinates the SEM pattern, forecast and explain the staff’s willingness to accept balanced scorecard ; Simultaneously understood the theory of reasoned action and the SEM pattern apply to the balanced scorecard. This research object is a car dealer that uses the balanced scorecard to conformity its strategy management and achievements appraisal system, altogether obtains 94 effectively to ask the volume. This findings as follows: (1)Cognitional attitude has significance and positive influence to emotional attitude; Cognitional norms also has significance and positive influence to subjective norms. Both emotional attitude and subjective norms affect balanced scorecard’s willingness to accept. (2) The humanities variables have significance influence to each dimension. (3) The humanities variables have not significance influence to the balanced scorecard’s implement question. (4) In view of the different position, respectively has the different strategy suggestion.
