The main purposes of this GAR are to build up an “incorruption”, “performance”, and “ease of access” government. However, the managerial efficiency seems does not improve to meet the general public civil satisfactions. The main cause of this problem is that government services cannot be quantitatively evaluated. Unlike the private businesses sectors, they measure employees’ performance by value of output or sales. Therefore, to improve government performance, supervisors act very important roles. The purpose of this study is to discuss how transformational leadership affecting employees working attitude and organizational citizenship behavior. Empirical research is using questionnaire method based on the employees of National Tax Administration of Southern Taiwan Province, Ministry of Finance, Ping Tung Hsien Police Bureau and South Coast Guard Bureau, Executive Yuan. There are 554 validated questionnaires (validated return rate is 84%) of total 660. By using SPSS as an analysis tool to exam samples, hierarchical regression analysis proves relationships between different variables. The conclusions of this study are as following: 1.supervisors who use transformational leadership have obvious affect to organizational commitment. 2.supervisors’ transformational leadership affect staffs involvement. 3.supervisors’ transformational leadership obviously coherent power for the group. 4.organizational commitment, work involvement, and group coherent power are middle variables in transformational leadership and organizational citizenship behaviors. Researches found that supervisors who use transformational leadership would affect staffs’ organizational citizenship behavior via middle variables. This study provides academic and government units some suggestions based on above findings.
