Several modeling techniques are available to calculate the changes in the structure and career prospects through the long-term of time. Most popular techniques employed are Markov and Renewal models. The problems of the unbalance of manpower and unfair promotion due to have lacked to control classes career management of the armed forces in the past. The purpose of the study is to develop a manpower planning model which can be used to consider the effects on personnel channel of using "Push" and "Move" through the time. The establishment could satisfy requirement with each rank,and controll promotion rates and recruitment quantity to operate model.The application of a basic developing and growing stage of the classes (cohorts) establishs a career management model in which promotion rates remain stable over time while satisfy supplement and requirement.
