Summary:Analysis of the production and distribution system for maize (Zea mays L.) seeds in southern Benin. Seeds represent an important factor in food production, and their quality determines the performance of a crop. Availability of quality seeds in Benin is one of the major constraints on the intensification of sustainable crop production. In this study, we analyzed the production and distribution system for maize seeds, maize being the main staple food crop for the majority of the population in the country. The study was carried out from October 2011 to March 2012 in three localities of southern Benin, namely Lokossa, Kétou, and Zè. Semi-structured interviews were conducted, using an interview guide, with stakeholders from public and private organizations involved in the seed sub-sector. Other interviews were conducted with seed producers in targeted communes, using a questionnaire. Our results showed that national politicies shaped the production and distribution of maize seeds and constrained private investment in the sub-sector. This seed sub-sector is characterized by a weak relationship between the public and private sectors, a lack of visibility of the national seed association, poor knowledge by stakeholders regarding seed legislation, the low technical capacity of seed producers and the absence of private seed companies. Raising awareness regarding seed-related legislation, defining an action plan for maize seed production and promoting private seed companies represent key strategies that will together contribute to building the capacity of key stakeholders, and consequently the development of the seed sub-sector.
