The essence of the concepts of "sustainable development", "inclusive development" of the agri-food sphere from the standpoint of the systemic approach has been considered. The main strategic directions of sustainable and inclusive development of the agri-food sphere has been determined in accordance with the strategy "Europe 2020": formation and development of clusters, smart specialization, innovative development, digitalization. It has been noted, that the achievement of sustainable inclusive development of the agri-food sphere is one of the key tasks. The features and role of intelligent specialization and clusters in providing sustainable inclusive development have been determined.
