The Educational Act nº 70 «Avelino Siñani–Elizardo Pérez» takes the experience of the Warisata Ayllu School during the 1930s as the basic model to build upon an original system which should account the own values, traditions, customs and worldwide of the various local indigenous communities. Thus, the new State seeks to develop original and decolonized ways of thinking. In this paper we reconstruct the Bolivian educational system history looking for the changes and continuities in the perception of the citizenship until the present.
