Summary:The purpose of this study was to describe and analyze the positive and negative impact of policy implementation that is changing the position of UPTD in the education sector towards the services it provides to teachers and education personnel in East Nusa Tenggara Province. This study used a descriptive method with a qualitative approach. The study was carried out in schools in East Nusa Tenggara Province with specific considerations. Data for this study was collected using interviews, documentation, and observations. Data collected were primary and secondary data. We used the data analysis technique proposed by Miles and Huberman (2007). Data validation was done using the triangulation technique. The results of the study indicated that the change in the position of UPTD in the education sector negatively affected secondary school education services in East Nusa Tenggara Province assessed on the following dimensions: (1) impact on the target groups, (2) impact on non-target groups, (3) impact on current and future condition, and (4) impact on costs.
