Summary:This thesis deals with the problem solving as a means of education for democracy. When students solve problems concerned with school or public life based on democratic principles, there the education for democracy is directly experienced with democracy. An important element of democracy at school is the student parliament which would promote active citizenship. A survey detects the occurence of student parliaments at secondary schools in the Czech Republic. Consequently it is submitted research proposal which concerns about influence of the rules to the solving problems in student parliament. It is also submitted a project that leads students to formulate the structure and rules of student parliament so that problems would be solved effectively.
