This paper will attempt to clarify and identify project management and its objectives, present a brief history of this type of organization, examine the requirements which originally led to selecting designated projects, and discuss the planning and dec is ion-making process that precedes the establishment of such a project. It will also discuss the costs and the benefits of project management and demonstrate why sound criteria for establishing designated projects are needed.
