Information is provided to help the program manager in selecting multiyear candidates and guidance is provided to assist the program manager in the implementation of multiyear procurement. A questionnaire was used to elicit information from multiyear procurement users about problematic issues they have encountered. It is difficult to develop a system that meets the disparate needs of the contractor, Department of Defense, and Congress. The end result has been the development of a system based on compromise and accommodation. The responses to the questionnaires indicated, while there are aspects of multiyear procurement that some program offices would, at times, like to change, multiyear procurement is workable as is
