Summary: | Approved for public release; distribution is unlimited. === This thesis examines the development of the measures for evaluating new tactical command and control (C2) systems such as the Combat Vehicle Command and Control System (CVC2). Using those measures it discusses the various techniques available to evaluate CVC2 and recommends the selection of one technique. In order to establish a strong foundation for understanding the needs of a battalion task force C2 system, the systems, processes, procedures, and standards available to the commander are detailed. These assets are related to Orr's Combat Model to aid in the understanding of C2 at battalion level. The thesis concludes with the benefits, advantages, disadvantages, issues, and potential of CVC2.
