The role of state and local jurisdictions in identifying and protecting critical infrastructure

CHDS State/Local === Over the last several years, the after effects of several major disasters have severely impacted state, local, and regional critical infrastructure. Research was conducted via an analysis of the National Infrastructure Protection program and a case study of the State of New Hampshire Critical Infrastructure Program to determine to what extent the federal criteria for identifying federal critical infrastructure and key resources apply to state and local identification of critical infrastructure and key resources. The analysis of the National Infrastructure Protection Plan and subsequent sector-specific plans indicates that there is no clear connection between the National Infrastructure Protection Plan and local government critical infrastructure and key resources protection and resiliency planning. Research also found that despite clear references to engaging state and local jurisdictions in planning, there was no evidence to support collaboration efforts between federal, state, and local jurisdictions.
