Simons, Anna Fox, William P. Defense Analysis Approved for public release; distribution is unlimited This thesis examines the role of building partner medical capacity to strengthen foreign security forces as part of Stability Operations. It employs quantitative analysis and Game Theory. With the direct benefits of a strong and effective security force medical system established, the indirect benefits of a strong security force medical system to a nation-state, to a region, and to the United States are discussed. Joint doctrine that supports efforts to build partner medical capacity is also reviewed. Finally, a framework is proposed for strengthening partner security force medical systems through the use of advisors, exercises and training, and a rotational presence. Medical development for foreign security forces should be a priority of any effort to strengthen a foreign state partner. 2013-08-01T16:52:01Z 2013-08-01T16:52:01Z 2013-06 http://hdl.handle.net/10945/34763 This publication is a work of the U.S. Government as defined in Title 17, United States Code, Section 101.
