Summary:The purpose of this thesis is to explore the current DoD initial system development process and develop a model of Pre-Requirements Specification (Pre-RS) traceability. The model is based on a comprehensive study of stakeholder needs during development of large scale, software intensive systems. The motivation for this research is that current DoD standards require traceability and these standards do not specify information should be captured. A field study of nine independent DoD organizations involved in initial systems development was conducted to determine how traceability is used to ascertain the information needs of various stakeholders. The model developed in this research provides a basis for formulating guidelines on implementing Pre-RS traceability in DoD
