| Summary: | Approved for public release; distribution is unlimited. === The Specific goal of this thesis is to provide a strategic guide which can be used as a basis by Naval Supply Center (NSC), Oakland, California to formulate a natural disaster planning, preparedness, response and recovery program. The objective of such a aprogram is to reduce the amount of damage caused by a natural disaster, enable effective response to a disaster and facilitate recovery. The plan must be consistent with the supply center's priorities and be within budget limitations. Further, the plan must address additional areas such as supporting other defense activities and reponding to taskings from the Federal Emergency Management Agency (FEMA).
