Summary:This thesis examines Computer-Based Instruction (CBI) in the Navy, with reference to other military usage. Many literature sources were examined. Numerous military and civilian personnel working on current CBI projects were interviewed; in person, by electronic mail and by phone. Main points covered include: basic definitions of types of instruction; advantages and disadvantages of instruction relating to computers; a short history of Naval CBI; CBI costs; factors in CBI cost effectiveness; simulators and computers; CBI use for on site training; implementation and usage problems; methods to improve CBI implementation and usage in the Navy; what makes an effective course; improving CBI and conventional instruction effectiveness. Conclusions focus on: improving instructional quality; standardizing CBI course materials; using a standard computer for CBI; improving computer literacy Navy wide; automating CBI writing materials; putting good CBI courses on ships in the fleet
