| Summary: | This thesis concludes that Soviet expenditures in Indochina, particularly Vietnam, have significantly reduced assets and options available to the USSR in Europe. Economic, military, and political expenditures are assessed. Tradeoffs between the Soviet Union's Indochina resource commitments and European limitations are established. Based on these tradeoffs, three policy options for the United States in South-East Asia are formulated -- hardline, low key, and minimal involvement. A 'low key' option, with emphasis on diplomatic and economic instruments, is recommended as preferrable to military means. (Author)
