The research for this report focused on that Damage Control equipment in Repair Locker Two. The authors analyzed the shipboard phased-replacement process to assess whether or not it was effective and adequately supporting the readiness of Repair Locker Two. The analysis was limited in scope to Fiscal Years (FYs) 2007 and 2008. A data analysis, oriented toward process improvement, was conducted based on STARS Federal Supply Group (FSG) data, shipboard interviews, Repair Locker inventories as well as ATG Subject Matter Expert (SME) opinion. The analysis was conducted on ten ships, five from the West Coast, and five from the East Coast. The analysis revealed that phased-replacement support from a standardized process in Repair Locker Two was lacking on multiple ships in the study.
