Summary:Approved for public release, distribution unlimited === MBA Professional Report === This research analyzed United States Transportation Command Acquisition (TCAQ) using the GAO Framework for Assessing the Acquisition Function at Federal Agencies. In 2008, USTRANSCOM applied for and received Head of Agency authority to manage its acquisition programs, resulting in, TCAQ restructuring to include the program management function. The objective of this research was to compare organizational structure, processes and critical success factors using the GAO Framework to derive a Web-based survey, including conducting semi-structured interviews with TCAQ professionals and stakeholders. The following findings pertain: Recommend continuing the use of cross-functional teams to maintain the collaborative environment within the organization. Continue using "Director's Calls" and evaluate the efficacy of current performance metrics. Consider establishing an intern program to train entry-level project managers, and encourage and fund graduate education for applicable employees.
