| Summary: | Joint Applied Project === The objective of this project is to describe, analyze, and recommend the strategy and process of using an Army volunteer civilian contracting deployable workforce in Iraq and Afghanistan particularly in terms of the U S. Army Corps of Engineers (USACE) accomplishing the contingency contracting mission, and completing the construction portion of the reconstruction efforts. The Corps has been extensively involved in the nation building effort in Iraq/Afghanistan using its civilian volunteers for deployment. To support this additional mission, the USACE has deployed civilian contingency contracting personnel to Iraq and Afghanistan. This project will analyze the extent to which the USACE strategies and structures are accomplishing the mission, particularly in terms of new and emerging wartime needs and expectations. Also analyzed are subsidiary factors such as an aging defense workforce and possible impacts on the Iraq/Afghanistan contracting mission. Conclusions will be drawn on the extent to which the current volunteer structure appears to be working and possible areas for improvement. Recommendations will be offered on ways to encourage civilians to volunteer for assignments with the USACE Gulf Region Division (GRD) and as yet undefined future contingency operations.
