The ANC’s relationship with African foreigners moves from rhetorical support, to physical reliance, to indebtedness, regional development and finally a return to the rhetorical. These interactions are then juxtaposed against legislation and offered as cause for a change in policy. This discussion is explored through a narrative structure and analysis of documents penned by the party.
