This study examines the evolution of each of the fields in the South African context. An analysis of the relevant national and provincial legislation, policies and procedures is undertaken to determine how this relationship is enacted and practised on a daily basis. The various planning and environmental policies of Ekurhuleni Metropolitan Municipality are critically examined in order to assess the extent of the issues at local government level. Two relevant case studies are discussed in which different outcomes of the current planning-environment relationship are described. The study concludes that there is duplication in application procedures as well as in public participation processes. The two fields operate separately and at different spheres of government, resulting in unnecessary delays and poor decisions being taken.
