A first draft of the authors framework, based on MODAF framework from Caruso [1] and Cloete-Hopkins [2], was compiled by doing a thorough literature study. A systems approach was followed by studying systems engineering, electrical systems found on diesel locomotives, regulations, standard and legislation and industry used frameworks. The first draft of the framework was then evaluated by gathering data from archival research, case study, survey and open questions.
