The workforce has a strong comprehensive impact on the performance of the health system. Competent nurse managers are needed, particularly in countries such as South Africa, which places nurses at the epicentre of the health delivery system. During the implementation of the Occupational Specific Dispensation in 2007, the post of Assistant Director of Nursing was amended to Assistant Nurse Manager on a higher managerial level and newly appointed ANMs were expected to be competent. A generic human resources strategy was initiated in 2010 because of complaints about the competencies of nurse managers in the South African public health sector. This attempt excluded assistant nurse managers.
