The research design followed a descriptive qualitative method. A case study research methodology that included interviews and qualitative questionnaires was applied for NPO members and NDA employees. Literature review explored applicable legislation, components of community development training and facets of community development. Furthermore, the NDA’s capacity building framework was examined.
