The public sector procurement function continues to face growing pressures to reform current procurement process, the reform comes with changes which some public officials are unable to adapt to. The uncertainty and the complexity of the reforms to a certain extent bring resistance to the end users whose concern is to meet delivery targets for a particular financial year. Public procurement is still faced with somewhat of an “identity crisis”, people still see the function as clerical or technical in nature. The remaining challenge is to convince these individuals that procurement is a strategic function.
