This realisation brought about the Skills Development Act (Act 97 of 1998) and with it came The Sector Education and Training Authorities (SETAs). The purpose of this study was to develop a framework to evaluate effective SETA performance. The study was limited to only four SETA head offices in the Gauteng province.
