This study is an analysis of the role of Community Development Workers in strengthening participatory democracy with reference to Pixley Ka Seme Local Municipality. The focus of the study is participatory democracy, public participation and community development. The implementation of the Community Development workers does not yield the expected result as it was foreseen when it was established. The aim of the CDWs was to bring government closer to the people and improve the delivery of services by government which is not happening. This means that the institution is not delivering its mandate. The study considers the reasons why the CDWs do not deliver on their mandate. The researcher suggests that a strategic review should be done on the operations of the CDWs. The question at hand is whether the CDWs are strategically significant. If they are not why is it important to have them in the political landscape? The study presents findings on the role of the CDWs in strengthening participatory democracy in its operations, specifically with reference to Pixley Ka Seme Local Municipality and suggests proposals on the improvement of the institution of CDWs. === Thesis (M Development and Management)--North-West University, Potchefstroom Campus, 2012.
