The decision was based on the 2006 Public Transport Plan (PTP) prepared by Nelson Mandela Bay Municipality. The long term strategy is based on the Nelson Mandela Bay 2020 Vision taking into account national and provincial transport policies. (Public Transport Operational Plan Draft 2008).
