Summary:The performance of transform image coding schemes can be improved substantially by adapting to changes in image statistics. Essentially, this is accomplished through adaptation of the transform, bit allocation, and/or quantization parameters according to time-varying image statistics. Additionally adaptation can be used to achieve transmission rate reduction whilst maintaining a given picture quality.
