The case study method of research was followed, and conclusions were based on data obtained through personal interviews as well as through study of public documents. Among factors which influenced the decisional process was the degree to which technological knowledge was accepted. Policies developed by the state legislature and the federal bureaucracy to deal with environmental pollution also affected the local situation.
